The absence of general social culture which ensures the importance and necessity of voluntary work to serve society.
The absence of activities, programmes and projects that attract attention and volunteers.
The absence of frameworks, centres and institutions that cares about volunteers and voluntary affairs.
Shortage of time and the fact that people are busy earning their livings.
Lack of previous experience in this field, and consequent ignorance of where, how and when to volunteer (effort and time required).
Absence of incentives and sufficient self-motivation to push people towards voluntary work.
Negligence by media and governmental institutions in general, educational establishments in particular, regarding this issue.
Absence of positive attitude and care for public interest.
